Bill 21, which will amend the professional code in human relations and mental health professions, was tabled before the members of the National Assembly on March 24, 2009, by Justice Minister Kathleen Weil. The introduction of this law, previously known as Bill 50, is a big moment for psychologists and other mental health professionals, but especially for the Quebec public, who will finally be able to rely on better protection for their mental health services, notably psychotherapy.
As with the tabling of the former Bill 50, a parliamentary commission on Bill 21 allowed representatives from various authorities (professional orders, unions, employers associations, among others) to express their support or disagreement and their questions and recommendations. This commission took place on June 9 and June 11, 2009, and the Ordre des psychologues presented its brief on the evening of Thursday, June 11, 2009.
Bill 21 was unanimously passed by the National Assembly on June 18, 2009. The date of its implementation is yet to be determined, but rest assured that we will inform you of this process in due time.
